Commercial EICR and fixed wire testing, with the remedials done by the same engineers

An Electrical Installation Condition Report (EICR) is the periodic inspection and test of the fixed wiring in a building - the report that shows your electrical installation is safe to keep using. Rossair carries out commercial EICRs with NICEIC-registered engineers, phases the testing around occupied buildings, and fixes what it finds rather than handing you a list of codes and a second contractor to call.

What we deliver

Periodic inspection and testing for commercial and industrial premises

Fixed wire testing and EICR mean the same thing: the inspection is the process, the EICR is the report it produces. Our engineers inspect the installation, test each circuit (continuity, insulation resistance, polarity, earth fault loop impedance, RCD operation) and grade every observation C1, C2, C3 or FI. A report with C1 or C2 observations is unsatisfactory until the remedial work is complete, so we quote and carry out that work ourselves and issue the final certification. Testing in a live building is planned circuit by circuit, out of hours where it has to be, so a school, a ward or a trading floor is not switched off for a day.

  • EICR to BS 7671 for offices, schools, care homes, NHS, retail, hotels and industrial units
  • Every circuit tested, every distribution board inspected, observations coded C1, C2, C3 or FI
  • Remedial work quoted and completed by the same engineers, then certificated
  • Testing phased around occupancy - evenings, weekends and term breaks
  • Thermographic surveys of distribution boards where high-load or ageing switchgear needs it
  • PAT testing of portable appliances scheduled alongside the fixed wire test
  • Certificates filed in your compliance pack with the next test date tracked

On a multi-site estate the EICR cycle is a programme, not an event. Rossair holds the test date for every building, schedules the inspection into the PPM calendar, and reports to one account manager. Chichester College Group has run on that model across 11 campuses for over 20 years, with electrical, mechanical and building services under one contract.

Compliance

Compliance documentation included in every contract

  • BS 7671IET Wiring Regulations, 18th Edition - the standard every EICR is assessed against.
  • EAWR 1989Electricity at Work Regulations - the legal duty to maintain electrical systems so far as reasonably practicable to prevent danger. An in-date EICR is the evidence.
  • NICEICNICEIC registration for inspection and testing - reports issued under the scheme.
  • Guidance Note 3IET Guidance Note 3 on inspection and testing, including recommended intervals by premises type.
  • IET Code of PracticeIn-service inspection and testing of electrical equipment (PAT) to the IET Code of Practice, 5th Edition.
  • Fire Safety OrderRegulatory Reform (Fire Safety) Order 2005 - electrical condition feeds the fire risk assessment.
Frequently asked

Questions about commercial EICR and fixed wire testing

What is an EICR?
An Electrical Installation Condition Report is the formal record of a periodic inspection and test of the fixed electrical installation in a building - the wiring, distribution boards, protective devices, earthing and bonding. It assesses the installation against BS 7671, records any defects with a code, and states whether the installation is satisfactory for continued use. Fixed wire testing is the process; the EICR is the report.
How often does a commercial property need an EICR?
IET Guidance Note 3 recommends a maximum of five years for most commercial premises such as offices, shops and schools, three years for industrial premises, and one year for higher-risk environments such as swimming pools and some agricultural or caravan sites. Insurers, landlords and licensing bodies sometimes require shorter intervals. The previous report states the recommended date for the next inspection.
What do the EICR codes C1, C2, C3 and FI mean?
C1 means danger present - immediate action required, and our engineer will make it safe on the day. C2 means potentially dangerous - urgent remedial action required. C3 means improvement recommended but not required for the report to be satisfactory. FI means further investigation is needed before a code can be given. A report with any C1, C2 or FI observation is unsatisfactory until those items are resolved.
Is an EICR a legal requirement for a business?
The Electricity at Work Regulations 1989 require every employer and duty holder to maintain electrical systems so as to prevent danger. The regulations do not name the EICR, but a periodic inspection and test by a competent person is the recognised way to demonstrate that duty has been met, and it is what the HSE, insurers and fire risk assessors expect to see. For private rented housing an EICR every five years is a direct legal requirement.
How disruptive is fixed wire testing in an occupied building?
Some tests need each circuit isolated for a short period, so there is always some switching. We plan the programme board by board, test non-critical circuits during the day and schedule server rooms, kitchens, clinical areas and trading floors out of hours or during term breaks. You get the sequence in advance, and nothing is isolated without your site contact agreeing the time.
Does Rossair do PAT testing as well?
Yes. Portable appliance testing is scheduled alongside the fixed wire test or run as its own visit, to the IET Code of Practice for in-service inspection and testing. There is no fixed legal interval for PAT; frequency is set by risk, equipment type and environment, and we agree the schedule with you and record it in the compliance pack.
What does a commercial EICR cost?
EICRs are priced on the number of circuits and distribution boards, the building type and whether testing has to run out of hours. A small single-board office is a few hundred pounds; a multi-board school or industrial site is quoted after a site survey. Remedial work is quoted separately once the report is complete, and multi-site estates are priced as a programme rather than per visit.
